History of construction of the Kansai-kan
November 2014: Recommendations for construction of the second phase facilities of the Kansai-kan (1st stage) submitted by the NDL Building Commission to the Diet.
NDL Building Commission
On November 17, 2014, at the 8th meeting of the NDL Building Commission, construction of the Kansai-kan facilities for the 1st stage of its second phase was recommended to the Diet, aiming to ensure the storage capacity of the National Diet Library (NDL).
This Commission was established to recommend the construction of the facilities of the NDL to the Diet via the Speaker of the House of Representatives and the President of the House of Councillors based on the NDL Building Commission Law (Law No. 6, February 9, 1948). The Commission consisted of the chairman (Noritada Otaki, Librarian of the NDL) and four members (Ichiro Aisawa, Chairman of the House of Representatives Committee on Rules and Administration; Masaharu Nakagawa, Chairman of the House of Councillors Committee on Rules and Administration; Akihiro Ota, Minister of Land, Infrastructure, Transport and Tourism; and Akira Wada, Professor Emeritus of the Tokyo Institute of Technology); and was attended by Hirofumi Ryu, Chairman of the subcommittee on Management of the NDL of the House of Representatives Committee on Rules and Administration, and Shinya Adachi, Chairman of the subcommittee on Management of the NDL of the House of Councillors Committee on Rules and Administration.
The recommendation, reviewed and approved at its meeting, and the progress report of the Commission were handed by the chairman of the Commission to the Speaker of the House of Representatives and the President of the House of Councillors.
They were discussed and approved at the Committee on Rules and Administration and the subcommittee on Management of the NDL in the House of Representatives on February 5, 2015, and at the subcommittee on Management of the NDL in the House of Councillors on February 10.
