December 1994: Recommendations for construction of the Kansai-kan submitted by the NDL Building Commission to the Diet.
NDL Building Commission
On December 19, 1994, the 7th Meeting of the NDL Building Commission was held to review the construction of the Kansai-kan. This Commission was established to recommend the construction of the facilities of the NDL to the Diet via the Speaker of the House of Representatives and the President of the House of Councillors based on the NDL Building Commission Law (Law No. 6, February 9, 1948). The Commission consisted of the chairman (Shin'ichiro Ogata, Librarian of the NDL) and four members (Shozaburo Nakamura, Chairman of the House of Representatives Committee on Rules and Administration; Jin'ichi Ogawa, Chairman of the House of Councillors Committee on Rules and Administration; Koken Nosaka, Minister of Construction; and Yoshinobu Ashihara, Director of Yoshinobu Ashihara & Associates); and was attended by Koji Morimoto, Chairman of the Subcommittee on Management of the NDL of the House of Representatives Committee on Rules and Administration and Masakuni Murakami, Chairman of the Subcommittee on Management of the NDL of the House of Councillors Committee on Rules and Administration. The recommendation and progress report of the Building Commission were reviewed and approved at its meeting on December 19, then sent by the chairman to the Speaker of the House of Representatives and the President of the House of Councillors on the same day. They were discussed and approved by the subcommittee on Management of the NDL, in the House of Councillors on December 20, 1994 and by the Committee on Rules and Administration and the subcommittee on Management of the NDL in the House of Representatives on January 18, 1995.
As the basis of the recommendation, the "Outline of the Basic Construction Plan of the Kansai-kan (provisional name) of the NDL" was also submitted.
