This is the report that Brigadier General Whitney, Chief of Government Section, sent to MacArthur on the day after the sensational February 1st article appeared in the Mainichi Newspaper. It included a provisional translation of the Matsumoto Committee's "Draft Proposal" that was in the newspaper article and remarks regarding the article. Whitney indicated his judgment that considering it as Matsumoto's own draft this "Draft Proposal" was "extremely conservative and was not supported by the public." It also recommends that strategically it would be better to "orient them" before accepting the submitted proposal, because the proposal as submitted would be "an unacceptable draft" for GHQ, and he suggested that GHQ write its own draft.
