The General Affairs Bureau in the Ministry of Foreign Affairs prepared "Regarding International and Domestic Repercussions to the Outline of a Draft for a Revised Constitution (First Report)" dated March 18, 1946, in response to international and domestic opinions and reactions to the government announcement of the Outline of a Draft for a Revised Constitution on March 6, 1946. The government gave the entire text of the draft constitution to the press on April 17, which then ran it as front-page news under banner headlines on April 18. The people were very much aware of the new style using layman's terms for this version of the draft. To provide an overview and itemization of such reactions, both international and domestic, the second report was produced on May 4 of the year.
