3-12 Matsumoto Draft Submitted to GHQ
On February 8, 1946, Joji Matsumoto submitted to GHQ the "Gist of the Revision of the Constitution," an outline version of his "Tentative Revision of the Constitution," along with his explanation. The document titled "Proposed Revision of the Army and Navy Provisions in the Constitution" was produced separately as an explanation in expectation to the inflexible position GHQ held regarding the military.
"Gist of the Revision of the Constitution" was not the official proposalas approved by the Cabinet. Because the Japanese government had absolutely noidea about the work being done at GHQ on the creation of a draft Constitution, their intention was to take into consideration GHQ's opinion on their proposal and then to create and submit an official draft Constitution.
