Documents with Commentaries Part 2 Creation of Various Proposals to Reform the Constitution
Matsumoto's "Tentative Revision of the Constitution" was put into the form of an outline by Miyazawa. Matsumoto then refined it and on January 26, 1946, "Gist of the Revision of the Constitution" was submitted to the 15th examination meeting of the Constitutional Problems Investigation Committee and from that point on was called "Proposal A."
Following this, the proposal previously known as Proposal A and having broad revisions to the Meiji Constitution was called "Proposal B." The "Tentative Revision of the Constitution" (Proposal B) shown here was submitted to the seventh general meeting of the Constitutional Problems Investigation Committee on February 2, after alterations that expressed the influential opinions that had been brought up at the 15th examination meeting of the committee with regard to "Proposal B" drafted by Toshio Irie (dated January 23). This, the seventh general meeting of the Constitutional Problems Investigation Committee, was to be its last, due to the appearance of the GHQ Draft on February 13.
