Documents with Commentaries Part 1 Military Defeat and Efforts to Reform the Constitution
This is the text of the proposal submitted at the third general meeting on November 14, 1945 by Tatsukichi Minobe, who had been requested by Matsumoto at the first meeting of the Constitutional Problems Investigation Committee specifically to submit a "general theory" and to create an "ideal reform proposal." At this point, it was understood that the entire Constitution might need to be reformed, along with the raising of other subjects, such as the Imperial House Law and the Emperor's prerogative, along with issues regarding the Diet and Cabinet systems.
