How to Obtain Data Produced by Institutions Outside Japan for Persons with Print Disabilities - Guide for Individuals and Libraries in Japan

The National Diet Library (NDL), one of the Authorized Entities of Japan, offers an international exchange service of accessible works between Authorized Entities stipulated by the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled (referred to below as the Marrakesh Treaty),

Here is how you can obtain data for persons with print disabilities which was produced in Contracting Parties of the Marrakesh Treaty.

1 Available book data from outside Japan we can obtain

Data for persons with print disabilities produced in Contracting Parties of the Marrakesh Treaty, such as DAISY, braille data, or text-based data.

Reference

The NDL will receive book data via the ABC Global Book Service. Individuals cannot search the ABC Global Book Service database directly. The NDL will search the ABC Global Book Service database instead of the requester.

If the requested book data is not registered in the ABC Global Book Service database, we will search Authorized Entities' databases individually.

We cannot collect data, in accordance with the Copyright Law of Japan Art. 37(3), if the requested works are commercially available under reasonable terms (e.g. if you can get a PDF file including text via electronic journal, or if you can buy a TTS readable ebook.)

Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled

The Marrakesh Treaty (external website) forms part of the body of international copyright treaties administered by WIPO.

The Marrakesh Treaty entered into force in Japan in January 2019. Data for persons with print disabilities can be exchanged among treaty parties.

Accessible Books Consortium (ABC) Global Book Service

The ABC Global Book Service (external website) is an international unified catalogue for materials for persons with print disabilities operated by the ABC, which was established by WIPO. The ABC Global Book Service serves as an international exchange platform of accessible content under the Marrakesh Treaty.

As of November 2019, the ABC Global Book Service has 61 member organizations and holds metadata of approximately 540,000 titles from 76 languages.
