Tsukasa Uetsuka was born in Kumamoto Prefecture, graduated from Kobe Koto Shogyo Gakko (Kobe Commerce College) in 1912, joined the South Manchuria Railway Company, participated in economic surveys of Korea and China, resigned from the South Manchuria Railway Company, ran for House of Representatives as a Seiyukai Party candidate and was elected, worked as a secretary to Minister of Agriculture and Commerce and Minister of Finance, Korekiyo Takahashi, was a director and chairman of the Amazonia Industrial Research Center, president of the Amazonia Industrial Company and contributed to resuming emigration to Brazil after the war.
