Hisae Sakiyama was born in Kochi Prefecture, moved to Hokkaido Prefecture, graduated from the Aoyama Gakuin Theology Department in 1906, explored the United States as well as Central and South America from February 1914 to February 1916, established the Kaigai Ishokumin Gakko (Overseas Emigrantion and Colonization School) in Setagaya, Tokyo after returning to Japan 1918, visited Maues in the State of Amazonas when surveying the continent of South America in June 1928, was attracted to the region, decided to establish a branch school, and eventually settled in the region with his family in September 1932.
