The advertiser, the Hakukoku Toko Doshikai (Brazil Voyage Fellowship Society) was not an emigration agent but a publisher. The publisher issued these advertisements aimed at releasing the book called "Hakukoku Toko Annai" (Brazil Voyage Guide) and the magazine called "Hakukoku no Shiori" (Brazil Guide) and was admonished by the Kojimachi Police Station in April. The company, however, again published advertisements in the "Ise Shimbun" (Ise Newspaper) and other media in May and a letter was sent to the Ministry of Foreign Affairs by a reader who found the advertisements suspicious and the company was given a strict warning by the Metropolitan Police Department not to use these titles. Brazil gained so great topicality that business taking advantage of the topicality emerged.
