Mitsusada Umetani joined the Home Ministry in 1908, was Head of the Police Headquarters, Civil Affairs Department, Government-General of Taiwan, Governor of the Taipei Prefecture in 1919, Governor of Shinchiku Prefecture in 1922, Governor of Yamanashi Prefecture in 1923, Governor of Nagano Prefecture in 1924, Executive Director of the Federation of Overseas Emigration Cooperatives from August 1927 to February 1931, nonregular staff of the Ministry of War in April 1932 and nonregular staff of the Kwantung Army and Head of the Emigration Division, Special Mission Department from November 1932 to February 1935.
