Emigrant ships operating before the ship Wakasa-maru were packed with people as tightly as possible and a bathroom, a toilet and even a kitchen were installed on the deck. These facilities were removed one week before an entry into a port in order to undergo inspections and in place of them passengers slept on the deck.
